誕(dan)生于延(yan)安窯(yao)洞里的(de)新華書(shu)店(dian)(dian),如今已經走過了(le)(le)84個春(chun)秋。作(zuo)為中國共產黨創建并領導的(de)紅色(se)文(wen)化(hua)企業,新華書(shu)店(dian)(dian)始(shi)終堅持傳承紅色(se)基(ji)因、弘揚先進文(wen)化(hua)、踐行社會責任。根(gen)據(ju)中國新華書(shu)店(dian)(dian)協(xie)會發布的(de)2016年(nian)—2019年(nian)《中國新華書(shu)店(dian)(dian)社會責任報告書(shu)》(以下簡稱(cheng)《報告書(shu)》),以及《中國新聞出版(ban)廣電(dian)報》記者近年(nian)來對行業的(de)觀察,我(wo)們梳理了(le)(le)“十三五”期(qi)間新華書(shu)店(dian)(dian)履行社會責任的(de)主(zhu)要做法和成(cheng)就經驗,試圖從中得到一些啟示。

履行職責使命 做好發行工作

“十三五(wu)”期(qi)間,新華(hua)書(shu)店積極發揮國有主(zhu)(zhu)渠道、主(zhu)(zhu)陣地優勢,承擔文化傳播使命,全力以赴做(zuo)好重(zhong)要(yao)文件文獻、重(zhong)點(dian)主(zhu)(zhu)題出版(ban)物(wu)、優秀大眾讀物(wu)等(deng)相關發行(xing)工(gong)作(zuo)。

這5年(nian)(nian)(nian)(nian)(nian)中(zhong),全國各(ge)地新華書店(dian)在門店(dian)突出(chu)位置(zhi)設立(li)專(zhuan)(zhuan)柜專(zhuan)(zhuan)架(jia),開展(zhan)(zhan)重(zhong)點出(chu)版物(wu)展(zhan)(zhan)示展(zhan)(zhan)銷和宣傳征(zheng)訂(ding)活動(dong),對讀(du)者購書給予優惠,取得了(le)顯著成效。2016年(nian)(nian)(nian)(nian)(nian),新華書店(dian)開展(zhan)(zhan)“習近平(ping)總書記系(xi)列重(zhong)要講(jiang)話”“慶祝中(zhong)國共產黨成立(li)95周(zhou)(zhou)年(nian)(nian)(nian)(nian)(nian)”“紀念長征(zheng)勝利80周(zhou)(zhou)年(nian)(nian)(nian)(nian)(nian)”等主(zhu)(zhu)題(ti)展(zhan)(zhan)示展(zhan)(zhan)銷活動(dong);2017年(nian)(nian)(nian)(nian)(nian),設立(li)黨的十(shi)九大文獻展(zhan)(zhan)銷專(zhuan)(zhuan)區、專(zhuan)(zhuan)臺、專(zhuan)(zhuan)架(jia);2018年(nian)(nian)(nian)(nian)(nian),舉(ju)辦以(yi)“習近平(ping)新時(shi)代(dai)中(zhong)國特(te)色社會主(zhu)(zhu)義思想”“馬克思誕辰200周(zhou)(zhou)年(nian)(nian)(nian)(nian)(nian)”“改(gai)革開放40周(zhou)(zhou)年(nian)(nian)(nian)(nian)(nian)”等為主(zhu)(zhu)題(ti)的專(zhuan)(zhuan)題(ti)展(zhan)(zhan)銷活動(dong);2019年(nian)(nian)(nian)(nian)(nian),舉(ju)辦“慶祝新中(zhong)國成立(li)70周(zhou)(zhou)年(nian)(nian)(nian)(nian)(nian)”主(zhu)(zhu)題(ti)出(chu)版物(wu)展(zhan)(zhan)。

“課(ke)前到(dao)書,人手一(yi)冊”是(shi)黨和國家對教(jiao)材發行(xing)工作(zuo)提出的(de)要求(qiu),是(shi)中(zhong)小學開展正(zheng)常教(jiao)育(yu)活動的(de)基本保障。“十三五”期(qi)(qi)間(jian),新華書店將“課(ke)前到(dao)書”作(zuo)為重要的(de)政(zheng)治任(ren)務和社(she)會(hui)責任(ren),精心組(zu)織,精細操作(zuo),以長期(qi)(qi)積(ji)淀的(de)專(zhuan)業服務能力圓滿完成每季(ji)教(jiao)材的(de)征訂發行(xing)工作(zuo)。

“課前到(dao)(dao)(dao)書(shu)(shu)”的(de)服務(wu)水平(ping)在“十三五”期間(jian)得到(dao)(dao)(dao)提升,安(an)徽新(xin)(xin)華在這方面領全國風(feng)氣之先。2014年秋季學期,安(an)徽新(xin)(xin)華將(jiang)教(jiao)材配送從“送書(shu)(shu)到(dao)(dao)(dao)校(xiao)”延(yan)伸(shen)到(dao)(dao)(dao)“分書(shu)(shu)到(dao)(dao)(dao)班”,2016年又開始試點(dian)“服務(wu)到(dao)(dao)(dao)生”。在榜樣的(de)示范和帶動下,河南(nan)、河北(bei)、云南(nan)等地的(de)新(xin)(xin)華書(shu)(shu)店,紛(fen)紛(fen)嘗試“分書(shu)(shu)到(dao)(dao)(dao)班”。

這5年(nian)(nian)中(zhong),有兩個特殊的(de)年(nian)(nian)份值得銘記。2017年(nian)(nian)秋季學期(qi),歷經5年(nian)(nian)完成編(bian)審的(de)統編(bian)三(san)科(ke)教材正式啟用。由于三(san)科(ke)教材編(bian)審、評議教輔(fu)重新申報定價(jia)、印刷業(ye)減產限(xian)排(pai)等(deng)原因(yin),這一年(nian)(nian)新華人“課前(qian)到書(shu)”的(de)時間空前(qian)緊迫,工作尤(you)其(qi)艱苦。

2020年(nian),新(xin)冠(guan)肺炎疫(yi)情來襲,南方多地遭遇洪澇災害,教(jiao)材(cai)教(jiao)輔(fu)發運(yun)工(gong)作形勢更加嚴峻。各地新(xin)華(hua)人兌現一份承諾,堅守一份初(chu)心(xin),以堅實行動兌現“課前到書”錚錚誓(shi)言。

承辦或協辦各種書展(zhan),舉辦各種文化活動,是“十三五”期間(jian)新華書店推(tui)動全民(min)閱讀工作(zuo)的一個重要方(fang)面。

這些書(shu)展大(da)大(da)推動(dong)了當地的全(quan)民閱讀。如福建(jian)新華(hua)2016年承辦的第(di)二屆“世界讀書(shu)日·海(hai)峽讀書(shu)節”,實現銷(xiao)售碼洋(yang)3530萬(wan)元(yuan)(yuan),成(cheng)為福州(zhou)參展規(gui)模最大(da)、入場人次最多、銷(xiao)售收入最高、宣傳(chuan)效(xiao)果最好的一次群眾性閱讀活動(dong)。再如2020河北(bei)省惠(hui)民書(shu)市,在(zai)7天時間里,166家新華(hua)書(shu)店上下(xia)聯(lian)動(dong),發放(fang)260萬(wan)元(yuan)(yuan)優(you)惠(hui)券,累計銷(xiao)售各類出(chu)版物41.17萬(wan)冊、1896萬(wan)元(yuan)(yuan),讓(rang)利800萬(wan)元(yuan)(yuan)。

除了承(cheng)辦當(dang)地書(shu)(shu)展,各地新(xin)(xin)華(hua)(hua)(hua)還組織(zhi)策劃了豐富多(duo)樣的(de)(de)品(pin)牌閱(yue)(yue)讀(du)(du)活(huo)(huo)動,形成(cheng)一道(dao)道(dao)全民閱(yue)(yue)讀(du)(du)的(de)(de)亮麗風(feng)景線。歷年的(de)(de)《報告書(shu)(shu)》對此進行了記錄。例如,新(xin)(xin)華(hua)(hua)(hua)書(shu)(shu)店(dian)總店(dian)的(de)(de)“出版(ban)界圖書(shu)(shu)館界全民閱(yue)(yue)讀(du)(du)年會”“全國(guo)館社高層(ceng)論壇”“全國(guo)少兒(er)閱(yue)(yue)讀(du)(du)峰會”,江西(xi)新(xin)(xin)華(hua)(hua)(hua)的(de)(de)“朗讀(du)(du)者”“美麗中國(guo)·精彩江西(xi)”等誦讀(du)(du)活(huo)(huo)動,已成(cheng)品(pin)牌活(huo)(huo)動。海南新(xin)(xin)華(hua)(hua)(hua)開設的(de)(de)數十個“新(xin)(xin)時(shi)代經典傳(chuan)習所”,搭建起(qi)新(xin)(xin)時(shi)代傳(chuan)播新(xin)(xin)思想的(de)(de)“新(xin)(xin)平臺、新(xin)(xin)陣地、新(xin)(xin)機制(zhi)”。內(nei)蒙古新(xin)(xin)華(hua)(hua)(hua)利用旗下發行網點,通(tong)過鴻(hong)(hong)雁(yan)(yan)傳(chuan)書(shu)(shu)(文(wen)化(hua)扶貧活(huo)(huo)動)、鴻(hong)(hong)雁(yan)(yan)使者(草原文(wen)化(hua)志愿(yuan)者活(huo)(huo)動)、鴻(hong)(hong)雁(yan)(yan)校園(場景閱(yue)(yue)讀(du)(du)實踐課堂)、鴻(hong)(hong)雁(yan)(yan)之家(“學習強國(guo)”積分兌書(shu)(shu))、鴻(hong)(hong)雁(yan)(yan)誦讀(du)(du)(講我(wo)的(de)(de)故(gu)事)和(he)鴻(hong)(hong)雁(yan)(yan)書(shu)(shu)店(dian)(在(zai)你身邊的(de)(de)流(liu)動書(shu)(shu)房)的(de)(de)方式,推(tui)動“鴻(hong)(hong)雁(yan)(yan)悅讀(du)(du)”深(shen)入全區(qu)各地。

投入人力物力  助力精(jing)準扶貧


2021年(nian)2月25日,習近平總書(shu)記在(zai)全國(guo)脫貧(pin)(pin)攻(gong)堅(jian)總結表彰大(da)會上莊嚴宣(xuan)告:我(wo)國(guo)脫貧(pin)(pin)攻(gong)堅(jian)戰取(qu)得了(le)全面勝利!“十三五”期間,各地(di)新華書(shu)店投入大(da)量(liang)資金和物資,派出一線扶(fu)(fu)(fu)貧(pin)(pin)干部,通過開(kai)展(zhan)產業幫(bang)(bang)扶(fu)(fu)(fu)、教(jiao)育文化幫(bang)(bang)扶(fu)(fu)(fu)等方式幫(bang)(bang)助扶(fu)(fu)(fu)貧(pin)(pin)村(cun)脫貧(pin)(pin),在(zai)國(guo)家脫貧(pin)(pin)攻(gong)堅(jian)的時(shi)代(dai)畫卷上寫(xie)下了(le)一筆。歷年(nian)的《報(bao)告書(shu)》記錄了(le)這(zhe)些數(shu)據。

2017年(nian),甘肅新華(hua)(hua)、深圳新華(hua)(hua)、重慶新華(hua)(hua)分別向對口(kou)幫扶村捐贈240萬(wan)(wan)元、220萬(wan)(wan)元、110萬(wan)(wan)元。河南新華(hua)(hua)云書網(wang)(wang)成立扶貧(pin)團隊,提供農副(fu)產(chan)品網(wang)(wang)上銷(xiao)售服務,探索電商扶貧(pin)新模式。

2018年(nian),江(jiang)西新華對(dui)138個(ge)扶(fu)貧(pin)(pin)點(dian)開展幫扶(fu),累計捐(juan)贈約500萬(wan)元;湖(hu)南新華參與建設扶(fu)貧(pin)(pin)點(dian)上百個(ge),派駐蹲點(dian)的人(ren)員200多(duo)人(ren),對(dui)口扶(fu)貧(pin)(pin)人(ren)數達753人(ren);甘肅新華為扶(fu)貧(pin)(pin)村(cun)學校援建圖書室折(zhe)合人(ren)民幣267萬(wan)元,為貧(pin)(pin)困(kun)(kun)戶捐(juan)資捐(juan)物90多(duo)萬(wan)元;河北(bei)新華向貧(pin)(pin)困(kun)(kun)村(cun)派駐干部黨員20余人(ren),為貧(pin)(pin)困(kun)(kun)地區捐(juan)贈物資共計232萬(wan)元。

2019年,山西新華(hua)118人(ren)駐(zhu)村(cun)幫扶(fu)、486人(ren)結對(dui)幫扶(fu),年投(tou)入(ru)資(zi)金千余萬(wan)元;內(nei)蒙古新華(hua)脫貧(pin)攻堅戰斗(dou)隊(dui)加入(ru)了12個貧(pin)困(kun)(kun)村(cun)的駐(zhu)村(cun)工作,投(tou)入(ru)資(zi)金、財物百余萬(wan)元;甘肅新華(hua)198人(ren)參與精準扶(fu)貧(pin),投(tou)入(ru)扶(fu)貧(pin)資(zi)金68萬(wan)余元,為貧(pin)困(kun)(kun)地區(qu)捐錢(qian)、捐物、捐贈圖書超過360萬(wan)元。

對(dui)(dui)于援藏、援疆、援青(qing)的(de)國家重(zhong)(zhong)(zhong)點項(xiang)目(mu),新(xin)(xin)華書(shu)店(dian)更是高度(du)重(zhong)(zhong)(zhong)視,落實到位。2018年,新(xin)(xin)華書(shu)店(dian)總店(dian)派員參(can)加青(qing)海扶貧工作,籌措資金500余(yu)萬(wan)元,修建(jian)一(yi)條27公里長的(de)砂石路和一(yi)座44米長的(de)涵橋(qiao);2017年,江蘇新(xin)(xin)華對(dui)(dui)口援藏、援疆圖(tu)(tu)書(shu)近200萬(wan)元;福建(jian)新(xin)(xin)華2017年捐贈的(de)1000萬(wan)元圖(tu)(tu)書(shu)中(zhong),相當一(yi)部分是對(dui)(dui)口支援西藏的(de);北京新(xin)(xin)華2017年捐贈的(de)91萬(wan)元圖(tu)(tu)書(shu)中(zhong),援藏占(zhan)了相當比重(zhong)(zhong)(zhong)。

門(men)店升級(ji)(ji)(ji)改造(zao)持續(xu)進行(xing)。從歷年的(de)《報告書(shu)(shu)(shu)》可見,“十(shi)三(san)五”期間,各(ge)地新(xin)(xin)華(hua)(hua)(hua)書(shu)(shu)(shu)店繼(ji)續(xu)加(jia)大門(men)店升級(ji)(ji)(ji)改造(zao)力度,為讀(du)者提供(gong)綜合性文(wen)化(hua)消費終端體(ti)驗,使得新(xin)(xin)華(hua)(hua)(hua)書(shu)(shu)(shu)店以全(quan)(quan)新(xin)(xin)面貌出現在公眾面前。以2017年為例,廣東新(xin)(xin)華(hua)(hua)(hua)、浙江新(xin)(xin)華(hua)(hua)(hua)、山東新(xin)(xin)華(hua)(hua)(hua)、湖南新(xin)(xin)華(hua)(hua)(hua)升級(ji)(ji)(ji)改造(zao)書(shu)(shu)(shu)城、門(men)店的(de)數(shu)量分(fen)別(bie)為 73處(chu)(chu)、26處(chu)(chu)、23處(chu)(chu)、23處(chu)(chu)。浙江新(xin)(xin)華(hua)(hua)(hua)2016年新(xin)(xin)開(kai)業了黃巖書(shu)(shu)(shu)城,全(quan)(quan)新(xin)(xin)改造(zao)升級(ji)(ji)(ji)麗水書(shu)(shu)(shu)城、柯橋書(shu)(shu)(shu)城、余杭文(wen)化(hua)廣場(chang)等設計感強(qiang)、時尚(shang)潮流(liu)的(de)閱讀(du)文(wen)化(hua)空間。福(fu)建(jian)新(xin)(xin)華(hua)(hua)(hua)2016年完成總(zong)部鰲峰(feng)坊書(shu)(shu)(shu)城、福(fu)州金山圖(tu)書(shu)(shu)(shu)城等15家賣場(chang)的(de)新(xin)(xin)建(jian)或升級(ji)(ji)(ji)改造(zao)。江蘇新(xin)(xin)華(hua)(hua)(hua)2017年全(quan)(quan)省網(wang)點(dian)同比上年增加(jia)376處(chu)(chu),打造(zao)了一批品種齊全(quan)(quan)、業態豐(feng)富(fu)的(de)城市文(wen)化(hua)綜合體(ti)。天津(jin)新(xin)(xin)華(hua)(hua)(hua)2019年完成全(quan)(quan)部200個閱讀(du)新(xin)(xin)空間建(jian)設,改造(zao)后的(de)書(shu)(shu)(shu)店年銷售額提升10%。
