中共(gong)中央近日印發《2018—2022年全(quan)國干(gan)(gan)部(bu)(bu)(bu)教(jiao)育培(pei)訓規劃(hua)》（以(yi)下簡(jian)稱《規劃(hua)》），對當前和(he)(he)(he)今后(hou)(hou)一個時期干(gan)(gan)部(bu)(bu)(bu)教(jiao)育培(pei)訓工作(zuo)作(zuo)出全(quan)面部(bu)(bu)(bu)署。這是黨中央從全(quan)局(ju)和(he)(he)(he)戰略的(de)(de)(de)高度作(zuo)出的(de)(de)(de)重大決策，是新(xin)時代(dai)加(jia)強和(he)(he)(he)改進(jin)干(gan)(gan)部(bu)(bu)(bu)教(jiao)育培(pei)訓工作(zuo)的(de)(de)(de)重要依據。《規劃(hua)》的(de)(de)(de)頒(ban)布實施，對于(yu)貫徹落(luo)實新(xin)時代(dai)黨的(de)(de)(de)建設總要求和(he)(he)(he)新(xin)時代(dai)黨的(de)(de)(de)組織路(lu)線、培(pei)養造就(jiu)忠誠干(gan)(gan)凈擔當的(de)(de)(de)高素質專業化干(gan)(gan)部(bu)(bu)(bu)隊伍、確(que)保黨的(de)(de)(de)事業后(hou)(hou)繼有人(ren)，具有重大而深遠的(de)(de)(de)意義。

《規劃》要(yao)求，要(yao)著(zhu)眼培(pei)養(yang)造就對黨(dang)忠(zhong)誠(cheng)、勇于(yu)創(chuang)新(xin)、治企(qi)(qi)(qi)(qi)(qi)有(you)方、興(xing)企(qi)(qi)(qi)(qi)(qi)有(you)為(wei)、清正廉(lian)潔的國(guo)(guo)有(you)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)家隊伍，以強化忠(zhong)誠(cheng)意(yi)識、拓展世界眼光、提高(gao)(gao)戰略思(si)維、增強創(chuang)新(xin)能力(li)、鍛造優秀品行(xing)為(wei)重(zhong)點，加(jia)強企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)(dao)(dao)(dao)人(ren)員(yuan)教育培(pei)訓(xun)(xun)(xun)(xun)(xun)，著(zhu)力(li)培(pei)養(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)家精神，加(jia)快建立健全(quan)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)(dao)(dao)(dao)人(ren)員(yuan)培(pei)訓(xun)(xun)(xun)(xun)(xun)體系。主(zhu)要(yao)措施有(you)：⑴研(yan)究出(chu)臺關于(yu)新(xin)形勢下進(jin)一(yi)步加(jia)強企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)(dao)(dao)(dao)人(ren)員(yuan)教育培(pei)訓(xun)(xun)(xun)(xun)(xun)工作的意(yi)見。⑵中(zhong)(zhong)央組(zu)織(zhi)部(bu)每(mei)年安排不(bu)少于(yu)1/5的中(zhong)(zhong)管金(jin)(jin)融企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)、中(zhong)(zhong)管企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)(dao)(dao)(dao)班(ban)(ban)子(zi)成員(yuan)和(he)國(guo)(guo)務(wu)院國(guo)(guo)資(zi)委黨(dang)委管理(li)領(ling)(ling)導(dao)(dao)(dao)(dao)班(ban)(ban)子(zi)的中(zhong)(zhong)央企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)主(zhu)要(yao)負責人(ren)，到國(guo)(guo)家級(ji)干部(bu)教育培(pei)訓(xun)(xun)(xun)(xun)(xun)機構培(pei)訓(xun)(xun)(xun)(xun)(xun)。定期舉辦中(zhong)(zhong)管金(jin)(jin)融企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)和(he)中(zhong)(zhong)管企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)黨(dang)委（黨(dang)組(zu)）書記專(zhuan)題研(yan)究班(ban)(ban)。⑶國(guo)(guo)務(wu)院國(guo)(guo)資(zi)委抓好國(guo)(guo)務(wu)院國(guo)(guo)資(zi)委黨(dang)委管理(li)領(ling)(ling)導(dao)(dao)(dao)(dao)班(ban)(ban)子(zi)的中(zhong)(zhong)央企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)(dao)(dao)(dao)班(ban)(ban)子(zi)成員(yuan)培(pei)訓(xun)(xun)(xun)(xun)(xun)。⑷各級(ji)組(zu)織(zhi)人(ren)事部(bu)門、國(guo)(guo)有(you)資(zi)本監管部(bu)門和(he)各國(guo)(guo)有(you)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)根據職責分工，抓好企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)黨(dang)組(zu)織(zhi)書記培(pei)訓(xun)(xun)(xun)(xun)(xun)，結合(he)實(shi)際開展企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)(dao)(dao)(dao)人(ren)員(yuan)全(quan)員(yuan)培(pei)訓(xun)(xun)(xun)(xun)(xun)。⑸中(zhong)(zhong)央統戰部(bu)組(zu)織(zhi)全(quan)國(guo)(guo)工商聯領(ling)(ling)導(dao)(dao)(dao)(dao)班(ban)(ban)子(zi)成員(yuan)、常(chang)委、執委中(zhong)(zhong)的民營企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)主(zhu)要(yao)負責人(ren)等(deng)培(pei)訓(xun)(xun)(xun)(xun)(xun)，工業(ye)(ye)(ye)(ye)(ye)(ye)和(he)信息(xi)化部(bu)負責組(zu)織(zhi)中(zhong)(zhong)小企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)經(jing)營管理(li)者(zhe)培(pei)訓(xun)(xun)(xun)(xun)(xun)。⑹中(zhong)(zhong)國(guo)(guo)大連高(gao)(gao)級(ji)經(jing)理(li)學院要(yao)突出(chu)特色、打造品牌，進(jin)一(yi)步發揮(hui)在企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)(dao)(dao)(dao)人(ren)員(yuan)培(pei)訓(xun)(xun)(xun)(xun)(xun)中(zhong)(zhong)的重(zhong)要(yao)作用。中(zhong)(zhong)央企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)的黨(dang)校(xiao)（企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)大學）要(yao)加(jia)強辦學能力(li)建設(she)，充分發揮(hui)在企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)自主(zhu)培(pei)訓(xun)(xun)(xun)(xun)(xun)中(zhong)(zhong)的作用。

《規(gui)(gui)劃》要求，要圍(wei)繞建設規(gui)(gui)模宏大(da)、結構(gou)合理(li)、素(su)質優良、具有(you)(you)國際(ji)競爭力(li)的(de)(de)專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)術人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)隊伍，突出政治引(yin)領，以提(ti)升思想政治素(su)質和(he)(he)(he)職業(ye)(ye)(ye)(ye)(ye)素(su)養(yang)、創新(xin)(xin)創造創業(ye)(ye)(ye)(ye)(ye)能力(li)為重(zhong)點，以新(xin)(xin)理(li)論(lun)、新(xin)(xin)知識、新(xin)(xin)技(ji)(ji)(ji)術、新(xin)(xin)方法(fa)為主(zhu)要內容，以高精尖缺和(he)(he)(he)骨干專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)術人(ren)(ren)(ren)(ren)才(cai)為主(zhu)要對象，加強專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)術人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)。主(zhu)要措(cuo)施(shi)有(you)(you)：⑴人(ren)(ren)(ren)(ren)力(li)資源(yuan)社(she)會(hui)(hui)(hui)保(bao)(bao)障(zhang)部(bu)組(zu)織(zhi)(zhi)(zhi)(zhi)實施(shi)專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)術人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)繼續教育(yu)(yu)，指導(dao)各(ge)(ge)(ge)行(xing)業(ye)(ye)(ye)(ye)(ye)各(ge)(ge)(ge)系(xi)統(tong)開展全員(yuan)(yuan)(yuan)教育(yu)(yu)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)；組(zu)織(zhi)(zhi)(zhi)(zhi)實施(shi)專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)術人(ren)(ren)(ren)(ren)才(cai)知識更新(xin)(xin)工(gong)(gong)程，每(mei)年培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)100萬名高層(ceng)(ceng)次、急(ji)需緊缺和(he)(he)(he)骨干專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)人(ren)(ren)(ren)(ren)才(cai)。組(zu)織(zhi)(zhi)(zhi)(zhi)開展新(xin)(xin)疆、西藏少數(shu)民族專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)術人(ren)(ren)(ren)(ren)才(cai)特(te)殊(shu)培(pei)(pei)(pei)(pei)(pei)(pei)養(yang)工(gong)(gong)作(zuo)。⑵中央組(zu)織(zhi)(zhi)(zhi)(zhi)部(bu)會(hui)(hui)(hui)同(tong)有(you)(you)關(guan)部(bu)門(men)(men)，每(mei)年安排1300名左右高層(ceng)(ceng)次專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)到國家(jia)(jia)(jia)級(ji)干部(bu)教育(yu)(yu)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)機(ji)構(gou)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)。各(ge)(ge)(ge)省（自(zi)治區(qu)、直(zhi)(zhi)轄(xia)市）黨(dang)委組(zu)織(zhi)(zhi)(zhi)(zhi)部(bu)負責(ze)各(ge)(ge)(ge)自(zi)聯系(xi)的(de)(de)高級(ji)專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)。⑶中央宣傳部(bu)會(hui)(hui)(hui)同(tong)有(you)(you)關(guan)部(bu)門(men)(men)，每(mei)年選派700名左右哲學(xue)社(she)會(hui)(hui)(hui)科學(xue)教學(xue)科研(yan)骨干、部(bu)分新(xin)(xin)聞和(he)(he)(he)文化(hua)工(gong)(gong)作(zuo)骨干到國家(jia)(jia)(jia)級(ji)干部(bu)教育(yu)(yu)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)機(ji)構(gou)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)。各(ge)(ge)(ge)省（自(zi)治區(qu)、直(zhi)(zhi)轄(xia)市）負責(ze)抓好本地區(qu)哲學(xue)社(she)會(hui)(hui)(hui)科學(xue)教學(xue)科研(yan)骨干、新(xin)(xin)聞和(he)(he)(he)文化(hua)工(gong)(gong)作(zuo)骨干的(de)(de)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)。⑷非公有(you)(you)制經(jing)濟(ji)組(zu)織(zhi)(zhi)(zhi)(zhi)、社(she)會(hui)(hui)(hui)組(zu)織(zhi)(zhi)(zhi)(zhi)和(he)(he)(he)基層(ceng)(ceng)一線(xian)專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)術人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)的(de)(de)教育(yu)(yu)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)，由人(ren)(ren)(ren)(ren)力(li)資源(yuan)社(she)會(hui)(hui)(hui)保(bao)(bao)障(zhang)部(bu)會(hui)(hui)(hui)同(tong)有(you)(you)關(guan)部(bu)門(men)(men)明確任務、提(ti)出要求，各(ge)(ge)(ge)省（自(zi)治區(qu)、直(zhi)(zhi)轄(xia)市）人(ren)(ren)(ren)(ren)力(li)資源(yuan)社(she)會(hui)(hui)(hui)保(bao)(bao)障(zhang)部(bu)門(men)(men)會(hui)(hui)(hui)同(tong)有(you)(you)關(guan)部(bu)門(men)(men)組(zu)織(zhi)(zhi)(zhi)(zhi)實施(shi)。⑸中央和(he)(he)(he)國家(jia)(jia)(jia)機(ji)關(guan)各(ge)(ge)(ge)部(bu)委、各(ge)(ge)(ge)人(ren)(ren)(ren)(ren)民團體組(zu)織(zhi)(zhi)(zhi)(zhi)人(ren)(ren)(ren)(ren)事部(bu)門(men)(men)，各(ge)(ge)(ge)省（自(zi)治區(qu)、直(zhi)(zhi)轄(xia)市）人(ren)(ren)(ren)(ren)力(li)資源(yuan)社(she)會(hui)(hui)(hui)保(bao)(bao)障(zhang)部(bu)門(men)(men)根據(ju)行(xing)業(ye)(ye)(ye)(ye)(ye)特(te)點和(he)(he)(he)業(ye)(ye)(ye)(ye)(ye)務需要，分類分層(ceng)(ceng)開展專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)術人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)。
